Policy Statements
Attendance Policy
The 'Spine' of courses offers a coherent development path that
relates directly to your professional needs. It starts at a foundation
level and progresses through a series of developmental modules, with an
advanced set of modules planned for delivery within the next 6 months. We
also deliver specific training and developmental opportunities with our
specialist courses. These usually require a basic understanding of some of
the underlying principles as explained in our Attendance Policy.
We have introduced an Attendance Policy to ensure that you attend the
courses that best fit your training needs.
Spine of Civil Protection Courses
Before attending any of the following courses you should normally have
completed the Introduction to Civil Protection course. This requirement
will be waived if you attended the former Introduction to Emergency
Planning or Fundamentals of Emergency Planning courses between January 2001
and September 2004. We will also consider letting you by-pass this
requirement if you have a certain level of knowledge and experience.

Spine of Crowd and Event Safety Courses
Before attending the following courses, you should normally have completed
the Introduction to Crowd and Event Safety Management course. This
requirement will be waived if you have already attended one of the three
Crowd and Event Safety courses named above between January 2002 and
September 2004. We will also consider letting you by-pass this requirement
if you have a certain level of knowledge and experience.

We think that you will benefit from attending the Introduction to Crowd and
Event Safety Management course prior to attending the following courses
unless you have previously attended any of the first three Crowd and Event
Safety courses named above.

Care of People Cluster of Courses
Whilst not compulsory, attendance on the Foundation course for Managing the
Care of People in an Emergency or the Introduction to Civil Protection
course would provide a very useful background for the following events. In
any event, you should have completed the on-line Introduction to Civil
Protection pre-course work.

Often there will be a pre-course learning pack, designed to help you gain
maximum benefit from the residential course. Additionally you may find
benefit from attending our Introduction to Civil Protection course before
attending any of these courses.

Eligibility for Voluntary Status (Rate 3)
Rate 3 fees apply to delegates who are being sponsored by a UK organisation
on the College's approved volunteer organisations register.
Please note:
-
membership of emergency planning related associations, societies or
professional bodies does not entitle organisations or individuals to this
rate;
-
organisations that have charitable status or are registered with the
Charities Commission do not automatically qualify for this rate.
In order to be eligible for this rate the delegate needs to be sponsored by
a UK organisation which is both:
-
wholly voluntary and not constituted as a trading entity with the
objective of the generation of profit or the financial benefit of
members; and
-
actively involved in assisting a Category 1 Responder, as defined under
the Civil Contingencies Act 2004, in meeting its duties under the Act in
respect of preventing, planning for, responding to or recovering from a
UK civil emergency.
Prior to Rate 3 being applied evidence of eligibility must be supplied, in
writing, to the Information Services Manager at the College, this means the
following must be supplied:
-
evidence the organisation is a UK business, wholly voluntary and not
constituted as a trading entity with the objective of the generation of
profit or the financial benefit of members; and
-
a letter from the sponsoring Category 1 Responder confirming the
organisation's active involvement in preventing, planning for,
responding to or recovering from a UK civil emergency. This needs to be
on headed notepaper and to include a contact name, and telephone number.
The College will review its register of volunteer organisations entitled to
Rate 3 annually.

Health and Safety
The College Health and Safety Policy and Procedures document affirms the
commitment of the senior management team to safeguarding the health, safety
and welfare of all those who work at or visit the Hawkhills. It lays down
all the responsibilities of each area and sets out all the procedures for
maintaining a safe and healthy working environment. It is reviewed
annually.
The College employs a full time Estate Manager, who with advice from the
Cabinet Office Corporate Services Group, is responsible for managing all
health and safety matters and ensuring that the Hawkhills complies with all
current legislation.
Notices relating to health and safety issues are displayed on the health
and safety notice board. The College health and safety policy and
procedures document is available for staff and visitors to refer to at the
Main House Reception.

Purpose of this Statement
This statement tells you how the Emergency Planning College will collect
